Nonimmigrant Visa Adjudications: Updated Guidelines in 2025Last updated: October 10, 2025 Home » Nonimmigrant Visa Adjudications: Updated Guidelines in 2025 The U.S. Department of State has issued updated guidance for nonimmigrant visa (NIV) applicants. Effective immediately, individuals are required to schedule their visa interview appointments at the U.S. Embassy or Consulate in their country of nationality or residence. These updates are intended to ensure that visa interviews are conducted efficiently and in accordance with each applicant’s residency status. Key Updates for Applicants Applicants must demonstrate legal residence in the country where they are applying if their eligibility is based on residency. Visa application fees are non-refundable and non-transferable, even if the applicant is found ineligible or applies outside their country of nationality or residence. Because wait times for nonimmigrant visa appointments vary by location, those applying outside their home country should expect longer processing times. Existing appointments will generally not be cancelled under this new guidance. This update does not apply to applicants for A, G, C-2, C-3, or NATO visas, or to those traveling under the United Nations Headquarters Agreement. Limited exceptions may also be made for humanitarian, medical, or foreign-policy reasons. Applicants are encouraged to review their local U.S. Embassy or Consulate websites for details on application requirements, interview availability, and operating status. Designated Embassies and Consulates Applicants from countries where the U.S. government is not currently conducting routine nonimmigrant visa operations must apply at a designated embassy or consulate, unless they reside elsewhere. Examples include: Afghanistan: Islamabad Iran: Dubai Venezuela: Bogotá Russia: Astana or Warsaw Ukraine: Krakow or Warsaw A full list of designated locations can be found on the U.S. Department of State official website.
