Patrick J. Glen 

Patrick J. Glen is Counsel at Colombo & Hurd. Mr. Glen brings extensive appellate experience from nearly two decades of service with the United States Department of Justice (DOJ), where he, among other prominent work, he briefed seven merits cases before the United States Supreme Court and presented many oral arguments before the federal courts of appeals across the country.

Before joining Colombo & Hurd, Mr. Glen served as Senior Litigation Counsel in the Office of Immigration Litigation within the Civil Division of the United States Department of Justice. In that role, he drafted the government's merits briefs in cases before the United States Supreme Court in collaboration with the Office of the Solicitor General, prepared and supported the arguing attorney at oral argument, and sat at counsel's table before the Court. He also prepared scores of petition-stage filings, including affirmative petitions for certiorari and briefs in opposition, and shepherded recommendations for rehearing en banc and certiorari through decision and authorization by the Solicitor General.

Earlier in his tenure with the Department, Mr. Glen served as a Trial Attorney, briefing cases before every geographic federal court of appeals in defense of decisions of the Board of Immigration Appeals in removal proceedings. He presented oral arguments in the Second, Third, Sixth, Ninth, and Eleventh Circuits and maintained a substantial pre-brief motions practice, responding to motions for stays of removal and litigating motions to dismiss and for summary disposition. Over the course of his career, Mr. Glen developed office-wide guidance on issues of exceptional litigation importance and served as the Department's principal point of contact as those issues were briefed across the federal courts.

Mr. Glen's experience also extends to the development and implementation of Executive Branch policy. While detailed to the Office of General Counsel at the Office of Management and Budget within the Executive Office of the President, he reviewed legal and compliance issues arising from the Office of Information and Regulatory Affairs and assessed incoming proposed and final regulations for adequate statutory authority, legally sufficient form and content, and consistency with controlling Executive Orders and statutory mandates.

In addition to his litigation practice, Mr. Glen has taught extensively at the law school level. As a Visiting Assistant Professor of Law at Penn State Dickinson Law, he taught advanced persuasion and legal analysis and writing, and he has also taught as an Adjunct Professor of Law at Georgetown University Law Center, teaching seminars on immigration law and policy, advanced appellate practice, and law and literature.
